COMPLIANCE, REPORTING & REGULATORY COOPERATION POLICY
Purpose, scope, and service model
Wexvr is a paid video-sharing and hosting service for audiovisual, immersive, and VR content. All content made available through the user-facing service is paid content. Purchases are generally completed on www.wexvr.com using a supported card-based or other processor-approved payment method. After successful payment, access is unlocked only within the supported Wexvr / Meta Horizon application flow on compatible Meta Quest headsets, and not on other headsets or devices unless WHTEXCH expressly states otherwise. Access may also be limited by view count, time window, subscription period, or other entitlement parameters disclosed in the offer or checkout.
This policy explains how WHTEXCH receives and reviews reports, cooperates with competent authorities, enforces its rules, communicates moderation and compliance decisions, and handles certain regulatory and processor-driven requirements in connection with the service.
WHTEXCH may treat different categories of recipients differently, including end users, channel owners, rightsholders, trusted reporters, public authorities, law-enforcement bodies, payment processors, and technical providers.
Regulatory Position
WHTEXCH positions Wexvr as a video-sharing and hosting service and may register, notify, or otherwise interact with AGCOM and other competent authorities where required or appropriate under applicable law, including in relation to Italian and EU rules applicable to video-sharing platforms, intermediary services, or providers of hosting services.
WHTEXCH does not accept editorial responsibility for third-party channel content merely because it hosts, indexes, sequences, recommends, age-gates, geoblocks, demonetizes, removes, or otherwise moderates that content for legal, safety, quality, policy, or commercial reasons.
At the publication date of this policy, WHTEXCH understands itself to qualify as a micro-enterprise or small enterprise for purposes of certain proportionality rules. Where the law grants exemptions or lighter obligations to micro or small enterprises, WHTEXCH may rely on those exemptions. WHTEXCH may nonetheless adopt selected measures voluntarily. If WHTEXCH’s size, reach, or legal status changes, this policy and related procedures may be updated immediately without prior negotiation.

What may be reported
Activities that may be reported, inter alia:
alleged illegal content or illegal activity;
copyright, trademark, publicity-right, or other intellectual-property complaints;
content involving minors, sexual exploitation, grooming, child sexual abuse material, or material otherwise requiring urgent escalation;
reports suggesting that a user may be under 13 in violation of WEXVR’s service rules, or that an adult is using a minor’s identity, may be treated as urgent safety and eligibility matters and may result in rapid suspension pending verification.
terrorism, credible threats of violence, self-harm risks, fraud, scams, impersonation, fake checkout pages, phishing, payment abuse, or sanction-risk conduct;
age-inappropriate or access-restricted material;
repeat-offender behavior, evasion, account abuse, bots, scraping, circumvention, account sharing, entitlement abuse, view-count manipulation, device restriction circumvention, or chargeback abuse;
authority requests, legal orders, evidence-preservation requests, or information demands;
privacy, consumer, or billing complaints.
WHTEXCH does not undertake general ex ante monitoring or universal pre-screening of all content. Reports are assessed on an ex post, notice-driven, and risk-based basis, subject to applicable law, technical feasibility, and the size and operational resources of WHTEXCH.
WHTEXCH will acknowledge receipt of compliant notices and may request additional information, supporting documents, declarations, proof of authority, identity verification, translations, or urgency justification before taking action. Incomplete, abusive, automated, manifestly unfounded, duplicative, or bad-faith notices may be deprioritised, rejected, or — in the case of repeated abuse — temporarily blocked, in accordance with Article 16(6) and Article 23 DSA.
How to submit a notice or report
Reports should be sent to support@wexvr.com unless another mandatory channel is required by law or expressly published for a specific report type. Public authorities should use whtexchsolutionssrl@legalmail.it for formal legal and regulatory communications. WHTEXCH may also provide online forms or in-product reporting tools. Use of a form is encouraged but not mandatory where email is the designated reporting channel.
To help efficient review, a report should include, where available: (i) reporter identity and contact details; (ii) the URL, account, title, or other identifier of the content or conduct; (iii) a concise explanation of why the content or conduct is allegedly unlawful or violative; (iv) supporting screenshots, timestamps, transaction references, or rights documentation; and (v) for intellectual-property complaints, the information reasonably needed to identify the work and the alleged infringement.
For copyright or rights-holder notices, WHTEXCH may additionally require: identification of the protected work or right, the exact URL or title of the allegedly infringing material, a good-faith statement, a statement of accuracy and authority, and an electronic or physical signature or equivalent confirmation from the complainant or authorized representative.
Incomplete, abusive, duplicative, or obviously bad-faith notices may be rejected, deprioritized, or escalated for further verification. WHTEXCH may require proof of rights ownership, proof of authority, identity verification, translations, or supporting evidence before acting.
WHTEXCH may request additional information, supporting documents, declarations, proof of authority, identity verification, or urgency justification before taking action. Incomplete, abusive, automated, clearly unfounded, or duplicative notices may be deprioritized, rejected, or ignored to the extent permitted by law.
Review standards and moderation powers
WHTEXCH may assess reports using automated tools, manual review, third-party vendors, specialist reviewers, legal counsel, fraud tools, trust-and-safety workflows, and payment/risk signals. WHTEXCH may prioritize review based on urgency, severity, legal exposure, child-safety concerns, fraud indicators, repeat violations, or authority involvement.
WHTEXCH may also use technical and behavioural signals, device or session logs, entitlement checks, anti-piracy markers, fraud signals, and other reasonably necessary telemetry to investigate misuse, account sharing, scraping, automated extraction, or attempts to copy, exfiltrate, or use platform or content data for artificial-intelligence or machine-learning training.
WHTEXCH may, at any time and without prior notice where appropriate, refuse publication, age-gate, geoblock, de-rank, demonetize, restrict discoverability, suspend access, disable purchases, invalidate or limit entitlements, freeze balances, hold reserves, reject payouts, remove content, terminate accounts, preserve evidence, or report a matter to competent authorities, payment processors, platform providers, or rightsholders. WHTEXCH may also require additional age, identity, or payment verification where reasonably necessary for safety, anti-fraud, or legal compliance.
Subject to mandatory law, WHTEXCH is not obliged to restore removed content, provide an advance warning, pay a channel owner in connection with suspended or removed content, or refund an end user whose access is restricted because of legal risk, policy violations, fraud, chargeback exposure, sanctions concerns, safety concerns, exhaustion of permitted views, or expiry of a purchased access period.
Notices to affected users and statements of reasons
Where required by applicable law, WHTEXCH will provide a statement of reasons, takedown notice, suspension notice, or equivalent communication to the affected recipient of the service. Such communications may be delivered by email, in-account notification, payment/provider communication, or other durable electronic means.
WHTEXCH may limit, delay, anonymize, or withhold notice where legally permitted, including where notice would prejudice fraud prevention, child protection, law-enforcement activity, intellectual-property enforcement, preservation of evidence, or the rights and safety of others.
Complaints, appeals, and dispute handling
A recipient of the service who believes that WHTEXCH made an error may write to support@wexvr.com and identify the relevant decision, account, content, and grounds for reconsideration. WHTEXCH may reject repetitive, abusive, bad-faith, or manifestly unfounded complaints.
Where internal complaint systems, out-of-court dispute settlement channels, or regulator-certified ADR systems become mandatory for WHTEXCH in a particular jurisdiction or after a change in enterprise size/status, WHTEXCH may implement or designate them by notice without renegotiating user or channel owner agreements.
For Italy and other jurisdictions where mandatory consumer or sector-specific ADR channels apply, WHTEXCH may refer consumers to the relevant statutory or regulator-backed process after its initial review.
Authority requests, legal orders, and emergency escalation
Authorities may contact WHTEXCH through whtexchsolutionssrl@legalmail.it for law-enforcement processes, preservation demands, requests for information, and orders to act against content or provide information.
WHTEXCH may verify the authenticity, scope, competence, and proportionality of any request before responding. WHTEXCH may require formal process, additional identifiers, translated materials, proof of authority, or use of a specific channel.
WHTEXCH may preserve content, transaction logs, device identifiers, IP logs, access records, billing artifacts, moderation records, and related evidence for legal, compliance, security, fraud, tax, dispute, or enforcement purposes for as long as reasonably necessary and permitted by law.
